Pentagon: Gates Discusses Reagan’s Decisive Role in Fall of Berlin Wall

WASHINGTON, Nov. 11, 2009 -- A flexible American strategy based on Ronald Reagan’s inflexible belief in liberty was key to the fall of the Berlin Wall, Defense Secretary Robert M. Gates said here yesterday.

The secretary spoke at the Library of Congress at a ceremony commemorating the 20th anniversary of the fall of the Wall. The Reagan Library sponsored the event.

And Gates was in a position to know: he served as the deputy director of intelligence at the CIA, and as deputy National Security Advisor under President George H.W. Bush.

When Ronald Reagan took office in 1981, American influence was low: Iran had humiliated the United States in taking hostages at the embassy in Tehran, the country was in what President Jimmy Carter called a malaise and the Soviet Union looked to match or surpass American military might.

Gates called Reagan “the ultimate Cold Warrior.” The new president’s first job was to restore America’s military strength. “A broad U.S. defense build-up began early in the Reagan administration, with more advanced planes, ships, submarines, combat vehicles and nuclear weapons added to America’s arsenal,” Gates said during his speech.

And Reagan wasn’t afraid to use this new American power. Libya challenged American naval might in the Mediterranean Sea with the “Line of Death” at the Gulf of Sidra. In 1981, Reagan sent two aircraft carriers across the line, and Libyan leader Muammar Qaddafi sent two fighters to challenge the American ships. \

“Big mistake,” Gates said. Under Ronald Reagan’s new, aggressive rules of engagement, two F-14 Tomcats splashed the two Libyan fighters.”

Reagan extended the strategy of containment of the Soviet Union far beyond the primary theater of Europe. The Soviets found themselves being confronted in Africa, Asia and Central and South America, Gates said.

“While countering the Soviets … had been a common feature of every administration since the end of World War II, under President Reagan this struggle gained new moral energy, purpose and sense of urgency,” Gates said.

Reagan believed that the West would triumph over communism in his lifetime, and through his two terms in office he never lost sight of that, the secretary said. On Jun 12, 1987, Reagan stood at the Brandenburg Gate on the western side of the Berlin Wall and issued a challenge to Soviet leader Mikhail Gorbachev.

“Mr. Gobachev, tear down this wall,” Reagan said.

Gates said there were some in Reagan’s own State Department who didn’t want him to say those words, but the president stuck to his guns.

But Reagan was not simply an ideologue. “President Reagan also had the insight, the sense of historical moment, to know when it was time to sheathe the sword, soften the tone and re-engage – even with our most implacable enemy,” Gates said.

Reagan’s meeting with Soviet Foreign Minister Andrei Gromyko in 1984, was “a turning point,” the secretary said. The president followed this with meeting with new Soviet Leader Gorbachev in 1985. And there were items the two sides could negotiate, Gates said.

“He made it clear that we did not value the ICBMs, tanks, or warships in and of themselves. They were negotiable,” the secretary said. “No, the West’s differences with the East – the democracies’ dispute with communism – was, he said, ‘not about weapons, but about liberty.’”

Reagan never lost sight of the fact that the Cold War was a struggle of ideas and economic systems at it root. There were treaties with the nation Reagan called “the Evil Empire.” Gorbachev and Reagan signed the Intermediate Nuclear Forces Treaty in 1987, banning the use of these missile systems.

When the Berlin Wall fell in 1989, Gates was President George H.W. Bush’s deputy national security advisor. He spoke of his wonder at seeing hundreds of thousands of Berliners dancing on the Wall, hacking away pieces of it and knocking down whole sections with bulldozers.

“There were hundreds of thousands of people in the streets and virtually no violence,” Gates said. “Within two years, the other Soviet satellites had broken free as well, and again, largely without violence. The effort to reform communism, as suspected, actually ended up sweeping it away. For its foundation was force and terror and without them, communism could not survive.”

The world changed when the wall fell 20 years ago, and people are still trying to devise strategies that work in a different, but still dangerous world, the secretary said. “In many ways geopolitics are much more complex than when two nuclear-armed superpowers tested each other,” he said.

Still there are lessons to be learned, and first among them is the appeal of freedom – political, economic and spiritual. “And the idea that free men and women of different cultures and countries can, for all the squabbling inherent in democracy, come together to get the big things right, and make the tough decisions to deter aggression and preserve their liberty,” Gates said.

Each generation must make this choice, he said. “It is a sad reality that in our time and in the future … there will be those who seek through violence and crimes to dominate and intimidate others,” Gates said. “We saw this on (/11, and we see it today in Afghanistan, where more perseverance, more sacrifice and more patience is required to prevent the terrorists who attacked us from doing so again.

“We see it anywhere nations, movements or strongmen are tempted to believe the United States does not have the will or the means to stand by our friends, to meet our commitments and to defend our way of life,” he continued.

President Reagan knew this inherently, Gates said. “Ronald Reagan was a great president who acted and planned, but most importantly, who dreamed and believed,” the secretary said. “And he truly accomplished great things.”

Milestone: Oct. 23, 2009, 26th Anniversary of Attack on US Marine Barracks in Beirut, Lebanon

WASHINGTON, Oct. 23, 2009 -- Today marks the 26th anniversary of the October 23, 1983 bombing of the United States Marine barracks in Beirut, Lebanon.

Each year the United States honors the sacrifices of the 241 American servicemen who lost their lives that day in service of their country while protecting the stability of Lebanon.

The Marine barracks memorial on the grounds of the U.S. Embassy in Beirut reads, "They came in peace."

Timeline:
Oct. 23, 1983 - A suicide terrorist driving a truck loaded with explosives blew up the headquarters of 1st Battalion, 8th Marines in Beirut, Lebanon, killing 241 and wounding others -- the highest number of Marine casualties in a single day since World War II. Almost simultaneously with the blast that devastated the Marine Corps building, a second suicide bomber drove a car into a building occupied by French paratroopers and destroyed it, too. An unspecified number of Marine replacements embarked for Beirut, Lebanon, to replace the Marines killed or wounded by the terrorist attack. President Ronald Reagan issued a proclamation lowering the nation's flag to half-staff in honor of the fallen Marines and addressed reporters at 8:38 a.m. at the South Portico of the White House, saying the "deeds make so evident the bestial nature of those who would assume power if they could have their way and drive us out."

Oct. 25, 1983 - Commandant of the Marine Corps Gen. Paul X. Kelley visited seriously wounded Marines injured in the Beirut terrorist bombing at the Wiesbaden, West Germany, U.S. Air Force hospital. Kelley presented 16 purple hearts before inspecting the flattened Marine headquarters building.

Oct. 26, 1983 - Vice President George Bush inspected the Marine barracks and said “insidious terrorist cowards” would not change U.S. foreign policy.

Oct. 29, 1983 - Bodies of 14 Marines and one sailor killed in Beirut, Lebanon, in the terrorist bombing, arrived at Dover Air Force Base, Del., which is the U.S. military’s mortuary. The fallen Marines, the first of the terrorist casualties to return to U.S. soil, were assigned to the 24th Marine Amphibious Unit from Camp LeJeune, N.C. The caskets, each draped with an American flag, were arranged in a row inside an aircraft hanger that had been converted to a funeral chapel for the day’s ceremonies.

Nov. 4, 1983 - President and Mrs. Ronald Reagan paid solemn tribute to the American servicemen killed and wounded in Grenada and Lebanon at a memorial service at Camp LeJeune, N.C. U.S. Secretary of Defense Caspar Weinberger established the Department of Defense Commission on the Beirut International Airport Terrorist Attack. U.S. Navy (Ret.) Adm. Robert L.J. Long headed the commission.

Nov. 6, 1983 - A religious service was held for the U.S. Marine Corps at the Washington Cathedral, Washington, D.C. The service paid special tribute to the Marines who died in the terrorist bombing in Beirut and in the invasion of Grenada.

Nov. 15, 1983 - Commandant of the Marine Corps U.S. Marine Gen. Paul X. Kelley returned a salute to Lance Corporal Jeffrey Lee Nashton, the Beirut bombing victim whose speechless devotion to the Marine Corps led him to scrawl "Semper Fi" as Kelley stood by his hospital bed in West Germany on Oct. 25, 1983, three days after the attack. In a brief ceremony at Bethesda Naval Hospital, Bethesda, Md., Kelley presented Nashton with a plaque containing his four general’s stars and the words "Semper Fi."

Dec. 28, 1983 - The Department of Defense Commission on the Beirut International Airport Terrorist Act released a 140 page unclassified report on the 23 October 1983 incident. A key recommendation by the Commission asked that the Secretary of Defense direct the development of doctrine, organization, force structure, education, and training necessary to defend against and counter terrorism.

Milestone: USS McInerney Sets Sail for Final Deployment

MAYPORT, Fla., Oct. 6, 2009 -- Family, friends and military gathered aboard Naval Station Mayport Oct. 5 to bid safe farewell to USS McInerney (FFG 8) as they set sail for their final deployment.

The McInerney will be the first gas turbine propelled ship to complete 30 years of service during their six-month deployment. All other ships of this kind have decommissioned prior to accomplishing this significant milestone.

According to McInerney's Command Master Chief, CMDCM (SW/AW/SCW) John T. Lawry this milestone pleases more than just the ship's current crew and the Navy.

"The pride I feel to have served on a warship with the history that McInerney possesses is indescribable. This ship was commissioned before anyone currently serving on her was in the Navy, and before many of her sailors were even born. This accomplishment is a great testament to all who have sailed on her that this ship has performed at high levels for this long," said Lawry.

People not serving aboard McInerney felt that same pride about the ship's many years of success.

"I have watched this ship pull in and out of this harbor for years," said Neptune Beach local, "Buzz" Wilks. "I never get tired of watching ships leave full of sailors, full of our country's angels setting out to serve, but nothing makes me happier than seeing them return home, and this one is going to come back having served this great country for 30 years. Now that's really something."

Lawry said the ship and its crew have many accomplishments, but he does have one that stands out.

"The accomplishments of any warship, let alone one with 30 years of service are so numerous and lengthy that I would do injustice trying to name them all. The accomplishment that stands out most to me during my tour would be the first capture of a SPSS (Drug Sub) by the crew while on deployment in 2008. Our combined efforts resulted in legislation being created to help stem the flow of illegal drugs into the United States and its allies," said Lawry.

The SPSS or self-propelled semi-submersible vessel Lawry referred to was carrying an estimated $107 million worth of cocaine that never hit the streets of the United States. Lawry said it is always great to take part in something so significant but the goal of every deployment is always bigger, it's always about safety.

"If you asked me what the goal of the deployment is I would answer that it is to bring back everyone we left with to their families and loved ones. Everything else that we accomplish as a team just makes my job that much more satisfying – but our primary goal whether it's for deployment, or just for a day, is to bring everyone home safely in the same condition or better than when we left."

Lawry's pride goes beyond the accomplishments of the ship and of its future milestone; his pride is in the crew.

"It is hard to describe my feelings for this crew and the growth they have shown as a whole during my tour aboard. We have been faced with so many challenges in such a short time it's seriously mind boggling. Watching these young men work together and put aside differences to accomplish something that was a huge undertaking is especially gratifying. I am proud to serve as the command master chief of such a hard working and professional group of individuals all who strive to improve and grow on a daily basis."

As McInerney sets out to unknown obstacles and achievements, people walk away already awaiting their return.

Milestone: Final US Air Force Delta II Rocket Launched

CAPE CANAVERAL AIR FORCE STATION, Fla., Aug. 17, 2009 -- Air Force personnel successfully launched a United Launch Alliance Delta II booster carrying the 21st modernized NAVSTAR Global Positioning System (GPS) satellite into space Aug. 17. The NAVSTAR GPS was launched at 6:35 a.m. (Eastern Daylight Time) from Space Launch Complex 17A here.

"With this successful mission the 45th Space Wing is accomplishing another major milestone in our national quest to improve and maintain our space capabilities," said Brig. Gen. Edward L. Bolton Jr., 45th SW commander. "The GPS constellation has tremendous national security and economic importance and our Air Force team makes it happen. On its last Air Force mission, the Delta II once again lived up to its reputation as one of the most reliable boosters in our fleet."

The satellite will join the constellation of on-orbit satellites providing global coverage and increased performance of the GPS services to commercial and military users worldwide.

GPS is the world's foremost space-based positioning and navigation system. Endeavors such as mapping, aerial refueling, rendezvous operations, geodetic surveying and search and rescue operations have all benefited from GPS's accuracy.

The GPS constellation provides critical situational awareness and precision weapon guidance for the military and supports a wide range of civil, scientific and commercial functions -- from air traffic control to the Internet -- with precision location and timing information. Every satellite in the constellation was launched from here.

"We have a tremendous launch team here; launching systems such as GPS is one of the many ways space operators and the 45th SW specifically contribute to ongoing combat operations overseas," said Lt. Col. Erik Bowman, 45th Launch Support Squadron and 1st Space Launch Squadron commander. "This was the third Delta II and the second GPS satellite we've launched this year. Moreover, this launch marks the end of an era; we look at this milestone not with sadness, but with an immense sense of pride at all that the GPS and the Delta II teams have accomplished."

Wire: Last UK WWI Veteran Dies at 111

WASHINGTON, July 25, 2009 -- Newswire services this morning reported that Harry Patch, Britain's last survivor of the trenches of World War I, died Saturday at 111,

The Associated Press reported that Patch, a reluctant soldier and a symbol of a lost generation, had been wounded in 1917 in the Battle of Passchendaele, which he remembered as "mud, mud and more mud mixed together with blood."

"Anyone who tells you that in the trenches they weren't scared, he's a damned liar: you were scared all the time," Patch was quoted as saying in a book, "The Last Fighting Tommy," written with historian Richard van Emden, AP said.

The Fletcher House care home in Wells, southwest England, said Patch "quietly slipped away" on Saturday morning.

Prime Minister Gordon Brown said the whole country would mourn "the passing of a great man."

"The noblest of all the generations has left us, but they will never be forgotten. We say today with still greater force, We Will Remember Them," Brown said.

Prince Charles said "nothing could give me greater pride" than paying tribute to Patch.

"The Great War is a chapter in our history we must never forget, so many sacrifices were made, so many young lives lost," the prince said.

Britain's Ministry of Defense called Patch the last British military survivor of the 1914-18 war, although British-born Claude Choules of Australia, 108, is believed to have served in the Royal Navy during the conflict.

Patch was one of the last living links to "the war to end all wars," which killed about 20 million people in years of fighting between the Allied Powers — including Britain, France and the United States — and Germany and its allies. The Ministry of Defense said he was the last soldier of any nationality to have fought in the brutal trench warfare that has become the enduring image of the conflict, AP said.

There are no French or German veterans of the war left alive. The last known U.S. veteran is Frank Buckles of Charles Town, West Virginia, 108, who drove ambulances in France for the U.S. Army.

MANAMA, Bahrain, June 21, 2009 -- U.S. Navy and Marine Corps aviation ordnancemen stationed at Naval Support Activity Bahrain honored a Medal of Honor (MOH) recipient who was awarded the medal for his extraordinary bravery during the Japanese attack on Pearl Harbor in 1941.

Sailors raised an American flag to honor John Finn and will present the flag to him on his 100th birthday July 23.

Finn, a chief aviation ordnanceman Dec. 7, 1941, was the first service member awarded the MOH during World War II and is the oldest living MOH recipient. He is also the only aviation ordnanceman to be awarded the MOH.

"I recall some twenty-one years ago as a young Sailor on the deck plate hearing stories about the heroism of John Finn and heard his story a couple hundred times as a kid," said Lt. Marcus Creighton, U.S. Naval Forces Central Command (NAVCENT) Force weapons officer, a aviation ordnanceman limited duty officer.

"We are a proud profession and Lt. Finn is a great source of that pride. Everybody needs their hero and Lt. Finn is the hero of the aviation ordnance community."

The flag was previously flown at sea aboard USS George Washington (CVN 73), USS John C. Stennis (CVN 74) and will be transferred to USS Dwight D. Eisenhower (CVN 69), which is operating in the U.S. 5th Fleet. It will then be sent to Naval Station Norfolk to be flown aboard all aircraft carriers in port.

Chief Aviation Ordnance Charles Mifsud referred to Finn as the unofficial grandfather of the aviation ordnanceman rate.

"He demonstrates the valor of what an aviation ordnanceman can do when faced with adversity," said Mifsud. "He's the inspiration that we have to continue our job and ensuring that we get our job done."

Master Gunnery Sgt. Michael Yarbrough, a Marine aviation ordnance chief and a Marine liaison officer assigned to NAVCENT, said it was an honor for him to participate in the ceremony.

"It's very special for me that I get to celebrate this day with the blue side," said Yarbrough. "Lt. Finn means just as much to Marines as to Sailors. He was an aviation ordnanceman."

Finn's official MOH citation states: "For extraordinary heroism, distinguished service, and devotion above and beyond the call of duty. During the first attack by Japanese airplanes on the Naval Air Station, Kaneohe Bay, Dec. 7, 1941, Finn promptly secured and manned a .50-caliber machine gun mounted on an instruction stand in a completely exposed section of the parking ramp, which was under heavy enemy machine gun strafing fire.

Although painfully wounded many times, Finn continued to man this gun and to return the enemy's fire vigorously and with telling effect throughout the enemy strafing and bombing attacks and with complete disregard for his own personal safety. It was only by specific orders that he was persuaded to leave his post to seek medical attention. Following first-aid treatment, although obviously suffering much pain and moving with great difficulty, he returned to the squadron area and actively supervised the rearming of returning planes."

Adm. Chester Nimitz awarded the MOH to Finn Sept. 15, 1942, aboard USS Enterprise. Finn enlisted in the Navy in 1926 and retired in 1956 at the rank of lieutenant.

Milestone: December 18, 1968, 1st Guided Launch of AGM-65 Maverick

WASHINGTON, Dec. 17, 2008 -- On Dec. 18, 1969, U.S. Air Force Missile Development Center crews completed the first guided launch of an air-to-surface television guided missile capable of attacking moving targets at short range. The missile, designated the AGM-65 Maverick, would eventually be carried by a variety of bomber, fighter and attack aircraft. The AGM-65 is a highly accurate, 460-pound air-to-ground missile employed by A-10 and F-16 aircraft.

The AGM-65 Maverick is a tactical, air-to-surface guided missile designed for close air support, interdiction and defense suppression mission. It provides stand-off capability and high probability of strike against a wide range of tactical targets, including armor, air defenses, ships, transportation equipment and fuel storage facilities.

The Maverick is a modular design weapon. A different combination of the guidance package and warhead can be attached to the rocket motor section to produce a different weapon. The Maverick has three different seekers and two different warheads. The solid-rocket motor propulsion section is common to all variants. The seeker options are electro-optical, or EO, imaging, imaging infrared, or IR, or a laser guidance package. The warhead is in the missile's center section.

Either a 125-pound shaped-charge warhead or a 300-pound penetrator warhead can be used. A contact fuse in the nose fires the shaped-charge warhead. The penetrator uses a delayed-fuse, allowing the warhead to penetrate the target with its kinetic energy before firing. The latter is very effective against large, hard targets. The AGM-65 has a cylindrical body with long-chord delta wings and tail control surfaces mounted close to the trailing edge of the wing of the aircraft using it.

As many as six Mavericks can be carried by an aircraft, usually in three round, underwing clusters, allowing the pilot to engage several targets on one mission. The missile also has "launch-and-leave" capability that enables a pilot to fire it and immediately take evasive action or attack another target as the missile guides itself to the target. Mavericks can be launched from high altitudes to tree-top level and can hit targets ranging from a distance of a few thousand feet to 13 nautical miles at medium altitude.

Maverick B models have an electro-optical television guidance system. After the protective dome cover is automatically removed from the nose of the missile and its video circuitry activated, the scene viewed by the guidance system appears on a cockpit television screen. The pilot selects the target, centers cross hairs on it, locks on, and then launches the missile. The Maverick B also has a screen magnification capability that enables the pilot to identify and lock on smaller and more distant targets.

The Maverick D has an imaging infrared guidance system, operated much like that of the A and B models, except that infrared video overcomes the daylight-only, adverse weather limitations of the other system. The infrared Maverick D can track heat generated by a target and provide the pilot a pictorial display of the target during darkness and hazy or inclement weather.

The Maverick E model is the only version having the laser-guided seeker section. It uses the heavyweight penetrator warhead. The U.S. Air Force and Marine Corps are the users of this variant. The Maverick F is a naval variant of the D/G model (IR) currently in use by the U.S. Navy. It also uses the 300-pound penetrator warhead. The Maverick G model essentially has the same guidance system as the D, with some software modifications that track larger targets. The G model's major difference is its heavyweight penetrator warhead, while Maverick B and D models employ the shaped-charge warhead.

Maverick K models are currently in development. They were developed by taking a G model and replacing the IR guidance system with an electro-optical television guidance system.

Background
The Air Force accepted the first AGM-65A Maverick in August 1972. A total of 25,750 A and B Mavericks were purchased by the Air Force. Maverick A's have recently been phased out of the inventory. The Air Force is exploring the possibility of converting phased out A's and near obsolete B's and making an EO version to be named AGM-65H. The software in the H would be upgraded increasing its capability.

The Air Force took delivery of the first AGM-65D in October 1983, with initial operational capability in February 1986. Delivery of operational AGM-65G missiles took place in 1989.

More than 5,000 AGM-65 A/B/D/E/F/G's were employed during Operation Desert Storm, mainly attacking armored targets. Mavericks played a large part in the destruction of Iraq's significant military force.

US Navy's NR-1 Deep Submarine Dives Into History

GROTON, Conn., Nov. 26, 2008 -- The unique, compact undersea research and ocean engineering submarine NR-1 held its inactivation ceremony Nov. 21 at Naval Submarine Base New London.

NR-1 highlighted her career with multiple missions to search for artifacts, wrecks and mapping of the ocean floor. She had recovered weapons from the ocean floor in 1976, discovered three wrecks along the Mediterranean trade route at the Skerki Bank in 1995, surveyed the remains of the USS Monitor and USS Akron in 2002, and explored the Flower Garden Banks in the Gulf of Mexico in 2007. Her final mission in 2008 was a hunt for the wreck of the Bonhomme Richard, the flagship of naval hero John Paul Jones.

The keynote speaker, retired Adm. Edmund Giambastiani, was one of many former members in attendance. He was the officer-in-charge from May 1982 to April 1985. "NR-1 provided a tremendous scope for innovation and invention," said Giambastiani. "She truly was a window to the world under the sea."

NR-1's keel was laid June 10, 1967 and launched in 1969. It is 150-feet long and weighs 450 tons, with special features including retractable wheels, three viewing windows, low-light cameras and recovery systems with a manipulator arm.

"She is truly a testament to the foresight of her builders and designers," said Cmdr. John McGrath. "It's a bittersweet moment, but an honor to be the one to help say goodbye."

NR-1 will be towed to Portsmouth Naval Shipyard in Kittery, Maine to start the inactivation process in December 2008. Following completion process at Portsmouth Naval Shipyard, the ship will then be transported to Puget Sound Naval Shipyard.

Milestone: F/A-18 Hornet Celebrates 30th Anniversary of 1st Flight

PATUXENT RIVER, Md., Nov. 22, 2008 -- The F/A-18 Hornet community celebrated the 30th anniversary of the legacy aircraft's first flight Nov. 18.

The Hornet, introduced as a multimission aircraft, was designed to replace the Navy's F-4 Phantom and A-7 Corsair II in each of their respective fighter and attack roles.

"Throughout its 30 years of service in the fleet, it has demonstrated its capability and maintainability," said Capt. Mark Darrah, F/A-18 and EA-18G (PMA-265) program manager.

Darrah noted that the Hornet has proven its multimission capability. He recounted that on the first day of Operation Desert Storm, two Hornets shot down an enemy fighter jet and continued on to destroy their assigned target. During the Kosovo War, Marine F/A-18Ds were used during the rescues of downed U.S. Air Force pilots.

Currently, 636 Legacy Hornets are part of 62 active, Reserve, training and research, development, test and evaluation squadrons within the Navy and Marine Corps fleet. Seven international business partners also fly the Hornet.

The entire F/A-18 family of aircraft, including the Hornet, Super Hornet and EA-18G Growler, commemorated the accumulation of seven million flight hours in July.

"The Super Hornet and Growlers, built on the platform of the Hornet, are destined to continue the 30-year F/A-18 achievement in the future," said Darrah.

Milestone: International Space Station Turns 10 Years Old

HOUSTON, Nov. 18, 2008 -- Nations around the world will join together Nov. 20 here to mark a milestone in space exploration to celebrate the 10th birthday of a unique research laboratory, the International Space Station.

Now the largest spacecraft ever built, the orbital assembly of the space station began with the launch from Kazakhstan of its first bus-sized component, Zarya, in 1998.

The launch began an international construction project of unprecedented complexity and sophistication.

The station is a venture of international cooperation among NASA, the Russian Federal Space Agency, Canadian Space Agency, Japan Aerospace Exploration Agency, or JAXA, and 11 members of the European Space Agency, or ESA: Belgium, Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, Switzerland and the United Kingdom. More than 100,000 people in space agencies and contractor facilities in 37 U.S. states and throughout the world are involved in this endeavor.

"The station's capability and sheer size today are truly amazing," said International Space Station Program Manager Mike Suffredini. "The tremendous technological achievement in orbit is matched only by the cooperation and perseverance of its partners on the ground. We have overcome differences in language, geography and engineering philosophies to succeed."

Only a few weeks after the U.S.-funded, Russian-built, Zarya module was launched from Kazakhstan, the space shuttle carried aloft the Unity connector module in December 1998. Constructed on opposite sides of Earth, Unity and Zarya met for the first time in space and were joined to begin the orbital station's assembly and a decade of peaceful cooperation.

Ten years later, the station's mass has expanded to more than 627,000 pounds, and its interior volume is more than 25,000 cubic feet, comparable to the size of a five-bedroom house. Since Zarya's launch as the early command, control and power module, there have been 29 additional construction flights to the station: 27 aboard the space shuttle and two additional Russian launches.

One hundred sixty-seven individuals representing 14 countries have visited the complex. Crews have eaten some 19,000 meals aboard the station since the first crew took up residence in 2000. Through the course of 114 spacewalks and unmatched robotic construction in space, the station's truss structure has grown to 291 feet long so far. Its solar arrays now span to 28,800 square feet, large enough to cover six basketball courts.

The International Space Station hosts 19 research facilities, including nine sponsored by NASA, eight by ESA and two by JAXA. Cooperation among international teams of humans and robots is expected to become a mainstay of space exploration throughout our solar system. The 2005 NASA Authorization Act recognized the U.S. orbital segment as the first national laboratory beyond Earth, opening it for additional research by other government agencies, academia and the private sector.

"With the International Space Station, we have learned so many things -- and we're going to take that knowledge and apply it to flying to the moon and Mars," said Expedition 18 Commander Mike Fincke, now aboard the station. "Everything we're learning so close to home, only 240 miles away from the planet, we can apply to the moon 240,000 miles away."

F-117 Nighthawk Stealth Fighter Revealed 20 Years Ago

WASHINGTON, Nov. 13, 2008 -- On Nov. 10, 1988, the U.S. Air Force revealed the F-117 Nighthawk stealth fighter to the public for the first time. Manufactured by Lockheed, the F-117 could evade most radar detection with its radical shape and radar-absorbent surface. During most of the 1980s, its production and development was highly classified.

The contract was awarded to Lockheed Advanced Development Projects, the "Skunk Works," in Burbank, Calif. The first flight over the Nevada test ranges was on June 18, 1981, only 31 months after the full-scale development decision.

The F-117A Nighthawk is the world's first operational aircraft designed to exploit low-observable stealth technology. This precision-strike aircraft penetrates high-threat airspace and uses laser-guided weapons against critical targets. The unique design of the single-seat F-117A provides exceptional combat capabilities. About the size of an F-15 Eagle, the twin-engine aircraft is powered by two General Electric F404 turbofan engines and has quadruple redundant fly-by-wire flight controls.

The F-117A can employ a variety of weapons and is equipped with sophisticated navigation and attack systems integrated into a digital avionics suite that increases mission effectiveness and reduces pilot workload.

The first F-117A was delivered in 1982, and the last delivery was in the summer of 1990. Air Combat Command's only F-117A unit, the 4450th Tactical Group, (now the 49th Fighter Wing, Holloman Air Force Base, N.M.), achieved operational capability in October 1983. Lockheed built a total of 59 F-117s for the Air Force. Of the 59 F-117s, seven were lost, including one in combat during Operation Iraqi Freedom. The F-117 was used in heavily defended skies over Iraq during the Persian Gulf War.

In 1999, 24 F-117s deployed to Aviano Air Base, Italy, and Spangdahlem AB, Germany, to support NATO's Operation Allied Force. The aircraft led the first Allied air strike against Yugoslavia on March 24, 1999.

Returning to the skies over Baghdad, F-117A's launched Operation Iraqi Freedom with a decapitation strike on March 20, 2003. Striking key targets in the toppling of Saddam Hussein's regime, 12 deployed F-117s flew more than 100 combat sorties in support of the global war on terrorism.

The F-117 is being replaced by the F-22 Raptor. The first 10 were retired in December 2006. To free up funding for modernization, the Air Force accelerated the retirement of the stealth fighter as the remaining aircraft retired in March 2008.

Living History: Longest Supersonic Flight for the B-58; Oct. 16, 1963

WASHINGTON, Oct. 16, 2008 -- During Operation Greased Lightning on Oct. 16, 1963, Maj. Sidney J. Kubesch flew a B-58 Hustler belonging to the 305th Bombardment Wing at Bunker Hill Air Force Base, Ind., on the longest super­sonic flight to date. He flew 8,028 miles from Tokyo to London in eight hours, 35 minutes. The B-58 used five inflight refuelings and flew at an average speed of 938 mph. He set two other records in this effort: speed from Tokyo to Anchorage, three hours, nine minutes, 42 seconds at 1,093.4 mph; and speed from Anchorage to London, five hours, 24 minutes, 54 seconds at 826.9 mph.

On May 26, 1961, a B-58 from the 43d Bombardment Wing flew from New York to Paris setting three separate speed records and earning the crew the Bendix and Mackay Trophies for 1962. The flight was complete in three hours, 19 minutes, 41 seconds at an average speed of 1,302 mph. The delta-wing Convair Hustler was the first U. S. Air Force supersonic operational bomber.

Distinctive B-58 features included its sophisticated inertial guidance navigation and bombing system, slender "wasp-waist" fuselage, and extensive use of heat-resistant honeycomb sandwich skin panels in the wings and fuselage. The thin fuselage prevented internal carriage of bombs so an external droppable two-component pod beneath the fuselage contained extra fuel and a nuclear weapon, reconnaissance equipment or other specialized gear. The B-58 crew consisted of a pilot, navigator-bombardier and defense systems operator. The B-58 made its initial flight on Nov. 11, 1956 and flew supersonically on Dec. 30, 1956

The Air Force ordered 86 Hustlers, which were operational in the Strategic Air Command between 1960 and 1970. B-58s set 19 world speed and altitude records and won five different aviation trophies. Despite its successes, the Hustler had limitations in range, payload and growth potential.

There were a total of 116 B-58s built: 30 test and pre-production aircraft and 86 for inventory.

The last B-58 was retired in January 1970, about three months after the first FB-111 was accepted by SAC. The aircraft was phased out of the inventory after only 10 years of service.

BAGRAM AIRFIELD, Afghanistan, Oct. 14, 2008 -- Members of the 41st Expeditionary Electronic Combat Squadron here surpassed 10,000 combat hours in the EC-130H Compass Call while supporting Operation Enduring Freedom in September.

While assisting International Security Assistance Force troops move a 41-vehicle convoy, members of the 41st EECS flew overhead in an EC-130H to disrupt enemy command and control communications and limit adversary coordination.

The 41st EECS's 10,000 hours were amassed over four years, beginning with their first Operation Enduring Freedom deployment in March 2004 from Davis-Monthan Air Force Base, Ariz.

"Our primary mission is to support the ground troops at the (forward operating bases) with communications jamming," said Maj. James Bands, an operations officer. "For this aircraft it is extremely difficult (to reach such a milestone). There are only 14 of these aircraft in the Air Force. So it's taken four years of constant flying at about 2-3,000 hours on one aircraft a year, in order to accomplish this."

With only two operational EC-130H squadrons in the Air Force, many of the Airmen with the 41st EECS have deployed multiple times. Capt. Jared Howard, a navigator, is on his fourth OEF deployment and has more than 900 combat hours.

"It's all pretty much the same mission," said the native of Pontiac, Ill. "The sorties seem to be getting longer and longer. When we first started off, we were just doing one thing, because everybody didn't know all our capabilities. So now we've told people about our abilities, and they are employing us much more."

While a typical fighter squadron will deploy with about a dozen aircraft, the 41st EECS staff deploys with only one or two EC-130s. Ensuring those few aircraft are mission ready every day falls on the shoulders of the 41st Expeditionary Aircraft Maintenance Unit Airmen.

"The 10,000 flying hours are probably represented by 80,000 maintenance hours," said Master Sgt. Carla West, the production superintendent.

Having one or two airplanes can be easier because there is less work to do, but it also doesn't allow for much maintenance down-time, said Staff Sgt. Alex Rosales, an EC-130H crew chief.

"If it breaks we have to fix it," he said. "We don't have another plane to fly. It's a little more stressful."

At least three or four times the amount of flying hours goes into maintaining the aircraft, said Sergeant Rosales, a native of Phoenix. The more the aircraft flies, the better it seems to perform.

"They seem to fly better on the longer missions," said Senior Master Sgt. Mike Zielinski, the maintenance superintendent. "If they fly eight to 12 hours, they usually come back in good shape. We haven't been able to figure out why, but it's something that we enjoy."

The 41st EECS staff boasts a mission capable rate exceeding many other airframes in U.S. Air Forces Central Command. This accomplishment is credited to teamwork, Sergeant Zielinski.

"Without everybody pitching in as a team, this mission would not happen," he said. "I've been here since June and every week something surprises me. We continue to hit new plateaus. When I think we are not going to be able to fly, we manage to come up with something and are able to fly."

Ensuring the aircraft can fly and perform its mission safely tops the list of priorities for both maintainers and aircrew.

"That plane needs to go up every night because there are guys on the ground depending on us to do our jobs and employ our weapon system," Sergeant West said.

"If we're not here to employ (the EC-130H), the ground troops really feel the effects of us not being here," Major Bands said.

"Trying to make sure our guys on the ground are safe -- that's the biggest (reward)," Captain Howard said.

US Marines Mark 25th Anniversary of Light Armored Vehicle (LAV)

MARINE CORPS BASE QUANTICO, Va., Oct. 10, 2008 -- To coincide with the 25th anniversary of the production of the first Light Armored Vehicle, the Program Manager’s Office for the LAV, a program under Marine Corps Systems Command, donated an LAV A-1 to the National Museum of the Marine Corps on Oct. 3.

Hundreds of people attended the ceremony where guest speaker Col. Michael Micucci, LAV program manager, spoke of his love for the vehicle and the great things it has done for our armed services.

‘‘The LAV program represents a true success for the Corps,” Micucci said. ‘‘This platform provides great capability and operational flexibility to the employing commander.”

Micucci spoke of the history of the LAV and 29th Commandant of the Marine Corps, Gen. Alfred Gray’s idea in the late 1970’s that a reconnaissance force could be more effective if they were transported by agile vehicles. Since that time LAVs have deployed to Grenada, Panama, Somalia, Kuwait, Iraq and Afghanistan.

Marines Adopted the LAV in 1983 expecting it to serve until 2005.

‘‘With the advancement that the LAV has made, I expect this vehicle to be around for a lot longer,” Micucci said. ‘‘I’ve said in the past that I think the LAV is one of the Corps’ best assets and I still believe that today.”

As of 2008, the Marine Corps LAV is now projected to remain in service until at least 2024. Through programs of service life extension, upgrades to armor and armament, along with survivability and capability enhancements, the LAV remains combat ready for the battlefields of the 21st century. The LAVs of today have better defense systems and offensive capabilities.

According to Sgt. Craig Calucci, lead LAV instructor with the First Light Armored Reconnaissance Battalion at Camp Pendleton, Calif., the LAV’s eight wheeled configuration can maintain highway speeds in excess of 60 miles per hour, can climb 60 degree inclines and traverse 30 degree side slopes.

It accelerates from 0 to 20 mph in less than ten seconds and negotiates 18-inch vertical steps. The LAV has a cruising range of more than 400 miles and provides more than 14 inches of ground clearance.

According to Miccuci, the LAV gives the enemy a harder time when trying to defend against it because it is capable of traversing on water. As time progresses, the LAV will continue to adapt to whatever the needs of the armed services may be, he said.

SCOTT AIR FORCE BASE, Ill., Sept. 24, 2008 -- The 10,000th mine-resistant, ambush-protected vehicle is scheduled to be delivered to troops supporting Operations Iraqi and Enduring Freedom Sept. 25 by Air Mobility Command Airmen.

MRAPs were introduced in 2007, and AMC Airmen have been working around-the-clock planning, coordinating and executing air transport missions to rush the lifesaving vehicles to Iraq and Afghanistan.

Using a variety of aircraft, including C-5 Galaxies, C-17 Globemaster IIIs and contracted AN-124s, AMC officials have transported nearly 3,000 -- roughly one third -- of the total number of MRAPs delivered to the warfighters.

MRAPs are constructed with V-shaped hulls and a raised chassis design to deflect underbelly blasts, and have proven to be lifesavers against improvised explosive devices, small arms fire and mines.

"Our Airmen are directly helping to keep our troops on the ground safer," said Gen. Arthur J. Lichte, the commander of Air Mobility Command. "I'm extremely proud of them and their efforts to speed the delivery of this lifesaving equipment to our forces."

The efforts of AMC's Airmen are part of a multi-service effort to quickly get the vehicles in the hands of troops on the ground. The Air Force was the primary delivery option for MRAPs until December, when the Navy also began transporting the vehicles.

"It's a great feeling to deliver MRAP vehicles to the (area of responsibility) because of the impact on safety it provides other servicemembers," said Master Sgt. Bill Lesage, a C-17 loadmaster with the 14th Airlift Squadron at Charleston Air Force Base, S.C. "At the end of a long duty day, you really feel a sense of accomplishment knowing that the MRAP is saving lives."

US Unmanned Military Aircraft Makes Trans-Atlantic Flight

LANGLEY AIR FORCE BASE, Va., Sept 23, 2008 -- An Air Combat Command RQ-4A Global Hawk unmanned aircraft system from the 9th Reconnaissance Wing at Beale Air Force Base, Calif., made a trans-Atlantic flight Sept. 20 with the assistance of Navy officials.

The 19-hour flight from Patuxent River Naval Air Station, Md., to Southwest Asia had Air Force and Navy officials working together to save time and resources.

"The Navy has all of the supplies that we have, plus contracted support," said Airman 1st Class Matthew Milles, an avionics specialist. "It's a lot easier than just going to a remote location. Working hand in hand with the Navy moves the plane faster to the deployed location."

The ability of the Air Force to coordinate and streamline UAS assets transfers directly to the warfighter on the ground.

"We flew out of Patuxent River, where we used the Navy asset ground segment to launch it out of there, and that's the first time that's been done," said Tech. Sgt. Jason Jones, assigned to the 380th Expeditionary Aircraft Maintenance Squadron. "The aircraft has been on the ground about six hours, and we're going to turn it for a war on terrorism mission tonight and fly a full-schedule 24-hour mission."

Going east over the Atlantic has its own significance and demonstrates how the Air Force is committed to providing global vigilance, reach and power in the future by exploring new options.

"Going this direction, specifically allows us to cut out a lot of different stops in a lot of different areas," said Col. George Zaniewski, the ACC Intelligence, Surveillance and Reconnaissance Division chief. "Overall, it gets the aircraft over into the area of responsibility much easier, and more importantly than that, it allows us to work with the Navy, who will be doing more and more in the Global Hawk environment."

The flight from Patuxent River NAS is just the beginning of an increased relationship between the Air Force and Navy.

"Specifically for the Global Hawk, we are getting more and more into maritime environments, so we are going to be able to work with the Navy much more than we ever have," Colonel Zaniewski said.

This trans-Atlantic mission is also a step toward the chief of staff's initiative to increase UAS capacity for the joint fight.

"What I hope for the future is that it becomes one common way ... that we work with all our sister services, to where we can streamline both the acquisition process, but also the operational process," Colonel Zaniewski said.

Those differences in operations and procedures can be countered with professional UAS operators and precise planning.

"We are dealing with so many unknowns, but we had sharp guys today and they made it happen," said Maj. Alan Rabb, the ACC current operations chief.

"It was a great experience here. I am so used to working with the Navy, where with the Air Force it was the first time," said Bobby Oshner, a Patuxent River Navy Global Hawk contractor. "They looked like professional people who really knew what they were doing."

There are certain hurdles that come by working with another service, but those were evaluated and turned into learning opportunities.

"There is a bit of a different language, different process, but overall we are still the same airframe," said Navy Lt. Cmdr. John Tracey, the Naval Global Hawk project officer. "We are kind of the smaller, kid brother of the Global Hawk community, so it's nice to work with everybody else."

The Patuxent River NAS mission was a win-win for the Air Force as well as the Navy, but with joint operations like these, the real winner is the warfighter.

"It helps to rotate these systems out so they have fresh aircraft. They are flying combat missions daily and you want the best product out there," Commander Tracey said.

Joint operations not only have an effect on logistics of the UAS mission, but it also has the UAS community excited about their future.

"The impact is going to be really huge I believe. What we are doing here is really ground-breaking," Major Rabb said. "We have opened the door to not only a different aspect of joint ops, but also joint ops relative to unmanned aircraft."

"With this ISR, we are going to see a lot of changes in the upcoming years," Airman Milles said.
